Intuos 2 Driver Windows 10

So she recently purchased a Wacom Intuos Tablet CTL 490 and we installed the drivers and all but it didn't work. We tried calling Wacom and they said it could be the wire doesn't work so we replaced it but it was still doing the same thing, just blinking and not reading on the laptop. I suggested it could just be the usb ports but we tried some usb flashdrives and they worked. We've tried installing different drivers, we tried stopping the service and starting it up again, uninstalling and reinstalling and honestly we don't feel it's the Wacom tablet. We feel it's windows 10 because ever since the update even the xbox 360 wired controller we have doesn't work anymore. Yet flashdrives do? It makes no sense.

She had windows 8.1 but ever since she upgraded to windows 10 the xbox 360 doesn't work anymore but it still lights up so its not broken. So we need some help, I recently bought her another tablet because maybe we just got a defective product but even this one doesn't work either.
